On 28 June, 2005 Richard Starkey and Kevin Anderson hosted a workshop to disseminate and discuss the findings of their research into Domestic Tradable Quotas (DTQs), a proposed instrument for the reduction of greenhouse gas emissions from energy use. Technical Summary
Domestic Tradable Quotas (DTQs) represent a fundamental departure from the complement of proposed instruments for controlling greenhouse gas emissions from energy use. Whilst a preliminary specification of DTQs is now in the public domain, there remains an absence of academic research into the scheme. This project therefore aims:
* To contribute to the policy debate on climate change mitigation by providing an academic evaluation of the appropriateness of DTQs as an instrument for reducing greenhouse gas emissions arising from energy use.
* To provide this evaluation, DTQs and other emissions reduction instruments (henceforth referred to as other instruments) will be assessed against the criteria of equity, effectiveness and efficiency.
